Root Cause
To download the V2R13 we checked the board type which is (Board Type: ES1D2SRUH000 ) so you need to download the package :
S7700-V200R013C00-SRUE&H&K.cc
Solution
Need to check the board Type first (by dis version) then based on the board type choose the software.
